A newly appointed clerk gets in the pay scale of 5200-20200+1900 (Grade pay) Pre revised now Functional Pay Level (FPL)-2 Rs 19900-63200.
This means the starting basic pay is Rs. 5200 with grade pay 1900 or in FPL 2 pay scale, the starting basic pay is Rs. 19900.

Then various allowances are calculated on this basic pay.

Basic Pay:  19900
Dearness Allowance: 50% of Basic pay
Other allowances includes Medical allowance, House Rent Allowance (HRA) etc. as applicable.

The basic pay keep increasing every year. The maximum basic pay that can be drawn on this post is 63200. After few years of service, clerk gets promoted to higher post depending on department. For example in PWD department, clerk gets promoted to SDC, Assistant Superintendent, Deputy Superintendent, Superintendent. So HSSC Clerk Salary gets increased on promotion.
